MUTCD Warrant Analysis Program

WARRANTS is the traffic count analysis function in TEAPAC Complete which produces a complete signal and multi-way stop warrant analysis according to the methods defined in the Manual on Uniform Traffic Control Devices (MUTCD).  The primary input is traffic count data which can be entered as either a complete twelve-movement turning count or approach-only counts, and in either cumulative or reduced format.  Input can be entered manually in the standard TEAPAC full-screen edit mode, or directly from electronic count devices such as the Jamar and TimeMark traffic counters for up to 24 hours worth of 15-minute counts.

The outputs of the warrant analysis include a complete assessment of each of the volume-oriented warrants of the MUTCD, including Warrants 1A, 1B, 1C, 2, 3A, 3B and 7 for signals, and A, B, C and D for multi-way stops.  Each analysis searches every possible 60-minute period of the count data, starting on each counted 15-minute interval, showing the time periods which meet the warrant requirements.  In the event that the warrant is not met, the highest minor-street volumes which do not meet the warrant are listed so that the analyst can see how close the data is to the required warrant levels.  Warrant analyses can be prepared for any of the 2009, 2003, 2000 or 1988 versions of the MUTCD.

Analyses for warrants which require other conditions to be met in addition to the volume warrants display these additional requirements, also allowing the user to input the special conditions so they can be compared against the requirements.  These include items such as progressive signal constraints, trials of other remedies, number of correctable accidents and stop sign delay.  In addition, basic tabulations of the count data can be made and a graphical plot of the intersection volumes can be displayed to quickly assess the peaking characteristics.
